Why doesn't the dial-up icon display on Windows 2000?

    Why doesn't the dial-up icon that is set on the [Network and Dial-up Connections] window display?

    or

    Why doesn't the dial-up icon display in the [Dial-up Settings] box of the [Connections] tab in the [Internet Properties] dialog box? Also, when I click the [Add] button in the [Dial-up Settings] box, the following error message appears and the addition process fails.

    --Error message--
    Cannot load the Remote Access Connection Manager service.
    Error 711: The Remote Access Service Manager could not start.
    Additional information is provided in the event log.

    or

    I double-clicked on the [Make New Connection] icon in the [Network and Dial-up
    Connections] window and enter a preferred name in [Step 3: Computer Configuration]
    on [Internet Connection Wizard] to establish the settings for dial-up connection. However, the following error message appears and I cannot click the [Next] button.

    --Error message--
    "Connection to ***" is not a valid name.
    The entry name must contain at least one character that is not a space
    and cannot begin with a period. Choose a different name."

    * [***] refers to the name you have entered in [Step 3: Computer Configuration].

    or

    I cannot connect to the Internet from applications such as [Outlook Express] since the dial-up icon cannot be located.

    Firstly, check if [Service Status] of the [Event Log] service is set to [Started]. If [Startup type] of [Event Log] is set to [Manual], Event Log stops in the state right after the startup. This symptom occurs when [Event Log] is not set to [Started].
    Please refer to the following procedure to set the [Event Log] service to [Started].

    --Procedure--
    1) Click [Start] -> [Settings] -> [Control Panel].

    2) When the [Control Panel] window appears, double-click on the [Administrative Tools] icon.

    3) Double-click on the [Services] icon when the [Administrative Tools] window appear.

    4) When the [Services] window appears, double-click on the [Event Log] icon.

    5) When the [Event Log Properties (Local Computer)] dialog box appears, click the [Start] button in the [General] tab.

    6) The [Service Control] dialog box appears and the Event Log service starts.

    7) When you have confirmed the start of the Event Log service, click [OK].

    8) Even after completing the above procedures, no icon appears in the [Network and Dial-up Connections] window. However, you can connect to the Internet from applications such as [Outlook Express] and even create new settings from [Internet Connection Wizard].

    --Remarks--
    As long as [Startup type] in the [Event Log Properties (Local Computer)] dialog box is set to [Manual], Event Log stops in the state right after the startup of the computer as mentioned above.
    To enabe Event Log to start right after the computer starts up, try out the procedure below:

    --Procedure--
    1) Click [Start] -> [Settings] -> [Control Panel].

    2) When the [Control Panel] window appears, double-click on the [Administrative Tools] icon.

    3) Double-click on the [Services] icon when the [Administrative Tools] window appears.

    4) When the [Services] window appears, double-click on the [Event Log] icon.

    5) When the [Event Log Properties (Local Computer)] dialog box appears, click [Automatic] in the [Startup type] pull-down menu and click [OK].

    6) Click [Start] -> [Shut down?c] to restart the computer.

    7) After the computer restarts, you will see the dial-up icon set on the [Network and Dial-up Connections] window. You can now connect to the Internet from the dial-up icon.
